Job Description

Line Supervisor/Manager: Resident Engineer / Lead Site Engineer
Technical Authority: Site Manager

Principal Purpose:
To ensure that the labour allocated to their section of the scope of work operates in accordance with the safety, quality and site procedures, thereby meeting contract and Doosan Babcock requirements.

  1. QUALIFICATIONS & EXPERIENCE
    1. Minimum Qualifications
      Mechanical / Fabrication Technical Qualification
    2. Preferred Qualifications
      Degree in Engineering
      Qualification in Supervisory Management
    3. Minimum Experience
      3 years advanced craftsman
      1 year experience as charge-hand
    4. Preferred Experience
      Experience of supervising in manufacturing, thermal, petrochemical and nuclear environments

  2. KEY COMPETENCIES
    1. Knowledge and understanding of Isometric drawings.
    2. Knowledge of the technical requirements associated with their specific discipline.
    3. Ability to execute work in the relevant section to the level of productivity required under the contract.
    4. Knowledge & understanding of the legal, practical and company safety requirements.
    5. Knowledge and effective application of company and client quality procedures.
    6. Ability to effectively manage and resolve first line industrial and employee relation issues.
    7. Basic understanding of company administration procedures e.g. timesheets and reports etc.
    8. An awareness of related contract issues such as:
      - Commercial/Financial status
      - IT
      - Planning function and programming
    9. Awareness of OMP Process.
    10. Behaviours to engender trust and discipline of workforce in alignment and achievement of project objectives.

  3. KEY DUTIES
    1. Allocate and monitor tasks to those under their control to achieve the required levels of performance and productivity.
    2. Ensure traceability for consumables, materials and plant items.
    3. Estimating, ordering and deployment of Pipefitting related consumables and equipment.
    4. Full engagement with Improvements Observation process.
    5. Implement safety procedures e.g. risk assessments, method statements, permit to work, Improvement Observation process etc
    6. Drive site performance and productivity.
    7. Monitor Hazard awareness, including continuously reinforce Focus2Zero message for all site activities including error traps and Focus2Zero Error Prevention Tools.
    8. Carry out toolbox talks.
    9. Coach and mentor members of the team.
    10. Ensure that post job assessments are carried out for all personnel in line with event completion dates.
    11. Sharing of lessons learned and best practices via IQ process.

  4. KEY ACCOUNTABILITIES
    1. To ensure site leadership for the deployment of Pipefitting operations and performance.
    2. To ensure that all site operations under their supervision are carried out in a safe manner free of risk to all members of the workforce.
    3. To plan, organise and execute the work within their scope to achieve the required level of performance and productivity.
    4. To assist the resident engineer and section engineers to ensure the operational methods are employed to carry out the required works.
    5. To ensure the quality standards are achieved by implementing quality procedures advising section/quality engineers of problems with procedures and standards of workmanship and cooperation in the resolution.
    6. To handle effectively all first line disciplinary, grievance and performance management issues.
    7. Satisfactory completion and maintenance of “Professional Development Record” (PDR)
    8. To complete those administrative tasks required under the scope of the contract

  5. CLIENT / LOCAL REQUIREMENTS
  • General Requirements by client:
    • Construction Industry Safety Card Course
    • Confined space certified worker certificate
  • Requirements by client for Supervisor:
    • To undertake or completed CLP delivered training courses as below:
    1. GBG Job Leader (Exempted for GBG / PSBG Safety Leader)
    2. Safe Systems of Work
    3. GBG Site Supervisor Training OR GBG Site Supervisor Bridging Training (For GBG/PSBG Registered Site Supervisor or Safety Supervisor recognized by Labour Department)
  • Requirements by client for supervisor experience:
    • Has worked in CLP work sites for more than 6 months within the past 2 years
