JOB PURPOSE:

The job holder is responsible to manage the areas of staffing plan & recruitment, staffing analytics & candidate database, employment branding, agency management, corporate orientation & induction within functions of Borouge PTE.

This role is involved in designing, developing, implementing and monitoring of products and service; review policies and procedures, perform data analysis and audits on staffing and recruitment effectiveness according to business requirements and internal SOPs.

In order to achieve desired level of performance, the job holder needs to have maturity and excellent interpersonal skill to work closely with function leadership team and regional stakeholders to implement strategies and plan.

KEY ACCOUNTABILITIES:

Job Specific Accountabilities


  • Develop annual staffing strategy to support Total Company Manpower Plans (TCMP)
  • Identify and analyse business functions manpower needs and ensure they comply with company budget, policies, procedures and government legislations.
  • Formulate recruitment plans through both internal and external sources to meet manpower requirements
  • Implement and manage full spectrum end to end recruitment processes (sourcing, screen, shortlist, interview, select, assessment, medical clearance, reference check, job offer, on-boarding)

  • Conduct Staffing Needs Analysis which include data collection, skills analysis, competencies gaps, resource solutioning with a view to establishing company recruitment plans.
  • Manage implementation of existing recruitment plans, budgets, channels, processes for continuous improvement to meet changing business needs
  • Implement staffing analytics to drive performance improvement
  • Set up and maintain candidate database for future talent pipeline and acquisition
  • Establish new recruitment systems and tools to execute staffing operations for productivity
  • Implement and evaluate employment branding initiatives in promoting Borouge equity in the community
  • Participate in career fairs, career talks, industry networking, forums, learning institutions sponsorship
  • Build collaboration with universities in overseas and local internship program
  • As point of contact with labour ministry to ensure compliance with local legislations on recruitment practices
  • Build network with recruitment agency to acquire talent and gain insight into market trends
  • Assess agency capability to support company manpower expansion
  • Review and evaluate agency service effectiveness and negotiate for better contract terms and rates
  • Develop and implement orientation and on-boarding program to induct new hires on company culture and values
  • Conduct follow up interview with new hires on settle-in and provide feedback to line management
  • Provide advice and guidance on attending mandatory training courses such as HSE, Ethics, and Company Values to new hires.

  • Implement staffing strategy and plans to support company manpower initiatives
  • Implement recruitment plans and employment branding programs to enhance Borouge PTE image in the community we operate
  • Support HR department people development and engagement initiatives

  • Engage daily basis to execute recruitment activities to fill open positions

    4. Borouge PTE regional network

    • Engage with other HR associates when required to share and benchmark best practices

1. External networks groups, reputable international recruitment agencies and consultant

companies

  • Engage monthly to keep abreast on trends and industry changes

2. Government agencies and learning institutions

  • Engage when required to represent Borouge PTE in building corporate profile and branding


Experience:

Minimum Qualification


Minimum Experience & Knowledge & Skills

  • Min 10 years working experience
  • Min 8 years’ experience in planning and implementation of staffing and recruitment plans in an international MNC organization
  • Experience in setting up and maintaining recruitment database system
  • Experience in data management and analytics
  • Experience in project management and conduct mass and targeted hiring initiatives
  • Team Lead in cross functional teams at local or regional levels
  • Knowledge of relevant recruitment systems and processes
  • Knowledge of relevant policies, procedures and regulations
  • Understanding of Borouge and its businesses
  • Sourcing, Interview, selection and profiling methodology

Work Condition:

Physical Effort

  • Regular office hours. Fast pace and long working hours are expected
  • Requires operating laptop and contactable at all times

Work Environment

  • This role requires high level of mental demands and social skill;
    • Analysing individual and organizational level development needs, translating the needs to learning interventions and ensuring internalization and application of knowledge and skills.
    • Interacting across all levels of staff from Executive Team to Line managers, understanding the people issues and concerns, providing advice and support to ensure goals are met on time.
    • Understanding different cultures and adapting to different work conditions
  • The role is based in Shanghai in regular office in normal conditions.
  • Travel may be required based on business needs.
