The Boosting the Local Care Workforce Program is seeking applications for a Specialist – Workforce. This is one role that has a national focus and can be located in any state or territory. The BLCW Program was first announced in the 2017-18 budget as a $33 million program designed to create more jobs in the disability and aged care sectors in regional, rural and outer metropolitan areas across Australia. A $9.1 million extension to the Program was announced as part of the 2019-20 Mid-Year Economic and Fiscal Outlook, to June 2021. A further extension to the Program was announced as part of the 2020–21 budget to June 2023.

About the role: Specialist – Workforce
Specialists are expected to have capability equivalent to an Australian Public Service classification level of Executive Level 2.
The Specialist – Workforce will support the Program with targeted and specific insight into Workforce within the care and support sector, inclusive of the disability, aged care and veterans’ affairs sectors. Regular duties may include:
- Providing strategic and practical insight to all Program Coordinators in relevant Workforce subject areas;
- Delivering insight, drawing on program intelligence, in Workforce to better inform policy and/or Program activities, including website content development;
- Using their knowledge of the sector and Workforce to collaborate with stakeholders to understand the breadth of policy issues affecting the sector, and report this back to the Program;
- Troubleshooting any challenges being faced by Program Coordinators in engaging with service providers or stakeholders in Workforce;
- Supporting Program Coordinators in maintaining quality CRM entries;
- Working with Lead Regional Coordinators, Specialists and the National Program Director to develop and deliver the Activity Work Plan and undertake policy and project work to support the objectives of the Program which are strategically aligned with the Activity Work Plan, NDIS Workforce Strategy and the direction of the BLCW Program Policy Working Group.
- Responding to the needs of the Department of Social Services (DSS) and the Program Management team as required, including through attending regular and ad hoc meetings with the Program Management team, DSS and the National Program Director.

Demonstrates effective communication and facilitation skills to liaise with local providers, state and territory program officials, DSS, Lead Regional Coordinators, Regional Coordinators and the Program Management team. Communicates with influence and can present findings to state and territory and federal government officials. |
Insight and Analysis |
Demonstrates an understanding of policy development and significant stakeholders within the topic area of Workforce. Draws on the market intelligence reporting of Program Coordinators to provide wholistic emerging trends on specific topic areas to inform policy decision-making. Reports data and insights from services providers on specific issues to support the Program’s objectives. |
Knowledge |
Demonstrates good working knowledge of the care and support sector, and the issues impacting disability, aged care and veterans’ affairs, especially in relation to Workforce. |
Business Acumen |
Understands risks and opportunities for service providers in transitioning to or entering in transitioning to or entering the care and support sector (or markets within the sector). Thinks creatively and exploring opportunities for providers to do things differently – including changes to improve their return on investment, streamlining hard and soft systems/processes and diversifying their business operations. |
Leadership and Management Skills |
Displays the leadership and management skills required to effectively support the operation of the Program. Has an adequate understanding of good project management including stakeholder engagement, planning and reporting. Demonstrates agility and adaptability to respond quickly to new tasks or changing priorities and an ability to bring others along a new course of action. |
