Job Description

Job Summary / Job Purpose:
To take lead sourcing activities & key priorities with threshold CNY400K-1500K for China and collaborate/facilitate regional team for sourcing activities in terms of China projects with threshold >CNY1500K, to ensure that the needs of the business are met in terms of business requirements and in line with regional and Group sourcing guidelines to achieve cost savings and mitigate risks.
The China Sourcing covers, but not limit to all of the following procurement categories, plus transversal projects:
Real Estate:
? Relocation projects (Real Estate Agents, Contractors, MEP, Furniture…)
? Facility Management: hard services and soft services
IT:
? Telecom
? Software
? IT equipment
? IT services providers and consulting
Non IT Services:
? Marketing and communication
? Professional services (training, legal, recruitment, temporary work)

Main Responsibilities /Accountabilities / Tasks:
1. Manage local sourcing practice taking a risk based approach and strictly follow Group and Regional Sourcing Guideline.
2. Roll-out the global/regional sourcing strategy & key priorities in China by developing the local sourcing policy
3. Provide training/education to departments in China to build sourcing control awareness
4. Assist the implementation of Know Your Supplier (“KYS”) in China and coordinate the project with local departments
5. Contribute to Asia yearly savings targets and maintain a good relationship with the internal clients
6. Report to Regional Sourcing Manager on sourcing challenges and department feedback on a regular basis, leverage Regional and Group contract where applicable
7. Construct China Sourcing Roadmap by working with internal stakeholders on needs
8. Manage Sourcing initiatives end to end including RFP/RFQ, KYS process, data analysis on services and suppliers, contract formation, negotiations with selected vendor
9. Achieve category cost improvement targets through price negotiations. This would require analysis of complex supplier proposals and use decision-making tools and models, including financial and non-financial criteria, to facilitate award recommendations.
10. Partner with key internal functions including Legal, Compliance, Finance, IT and GTS etc.
11. Maintain effective commercial relationships with vendors focusing on cost savings and risk controls.
12. Ensure compliance with the Group standards and maintain a culture and practice of highest ethical standards and behavior.
13. Other works assigned by Department Head

任职要求:
1. Bachelor degree or above
2. +10 years’ experience in either Sourcing / Vendor Management ideally from Investment Banking industry
3. Technical skills
? Solid experience on risk control for Sourcing practice and local market knowledge
? Proven track records on end to end Sourcing workflow especially on big ticket negotiation (commercials and contract)
? Good coordination skills and project management
? Negotiation and sourcing /vendor management techniques
? Knowledge and understanding of contracts and legal clauses
? Operational knowledge of eSourcing tool would be an advantage.
4. Soft skills
? Excellent business writing and oral skills in English and Mandarin.
? Be able to persuade and work with internal stakeholder and external vendor in an effective manner
? Be able to work under pressure plus self-starter
? Strong analytical and interpersonal skills
? Skilled in people management, assertive, confident and positive in his/her attitude toward people
? A fast learner, flexible and able to work in a multi-cultural environment.
5. Proficient in spoken and written Chinese and English
6. Proficient in Word, Powerpoint and Excel
