Summary
Oracle Global Information Security (GIS) is looking for an experienced Developer or Consultant to lead and oversee the on-going design, development, implementation, maintenance and upgrading of our suite of internal applications, interfaces and systems. The successful candidate will have a strong background designing and developing front-end database applications, managing small development teams, and operating and maintaining existing applications. The successful candidate will have excellent written and oral communications skills in English.
As a member of the GIS team, you will be responsible for overseeing the design, development, implementation, maintenance and upgrading of our suite of internal applications and systems, primarily deployed in the Oracle Cloud. We are looking for someone with a strong Development background who is highly organized, can communicate well, and can lead small teams. You will supervise a small team of developers from an offshore Oracle consulting organization who are responsible for operations and enhancements of our systems, but you must also be able to do this work yourself if required. You will be expected to work in analyzing and implementing user requirements in an agile development life-cycle. You will be working in an international environment and must be comfortable working in a multi-cultural setting with very high demands for spoken and written English.

Must be proactive and able to perform as a team leader with a minimum of direction. Must possess strong analytical and problem solving capabilities. Background in Consulting is an advantage.
Must handle assigned tasks proactively and independently, with a minimum of supervision, and deliver quality solutions adhering to the defined timelines within the defined policies and procedures.
Should have at least 8 years of work experience in design, development/customization, implementation and support of web based database applications.
Strong skills and hands on experience required in data modeling, application design and development, Oracle database, SQL, PL/SQL, HTML5, web services, javascript, shell scripting, and other scripting language (perl, python, php, etc.)
Knowledge/Experience in Oracle Application Express (Apex) or MVC frameworks (e.g. Ruby on Rails, etc.) is preferred. Candidate must be willing to develop expert-level expertise in Oracle Application Express (Apex)
Skills and experience working in Cloud environments (Oracle Cloud, AWS, Azure, etc) is required.
Knowledge of Jira and Confluence are an advantage.
Demonstrable expertise designing complex relational database models, including designing user/group access metaphors, building in audit trails, etc.
Proficiency in user interface design is an advantage.
Understanding of secure systems development and principals for access control, and commitment to managing GIS’ systems with a high level of security and resiliency.
Understanding of the principles of Oracle Database administration, configuration, installation, and patching.
Ability to lead development of technical designs, to recommend solutions, to follow best design and coding practices and also to provide technical assistance to the team.
Willingness to learn new things and ready to work on some highly visible and critical applications.
Good communication skills, both written and verbal in English are mandatory. English skills must be at least level B2 on the CEFR scale.
Candidate should have outstanding analytical, debugging and troubleshooting skills.
Responsibilities
- Responsible for overseeing the design, development, implementation, enhancement, maintenance and upgrading of our suite of internal applications, interfaces and systems, primarily deployed in the Oracle Cloud.
- Oversee a small team of developers from an offshore Oracle consulting organization who are responsible for Operations and enhancements of GIS systems, but also be able and willing to do this work directly if the offshore team is not available.
- Investigate, estimate, document, design and implement changes to new and existing software applications. Define, manage and oversee offshore operations of GIS systems and applications.
- Define and manage systems resiliency plans.
- Personally, and through offshore team, ensure daily backups are taken, and that systems can be recovered to the point of time defined in resiliency plans.
- Personally, and through offshore team, ensure systems are patched to latest levels.
- Work cooperatively with GIS staff to define requirements for new systems or enhancements to existing systems. Either personally or through offshore team, develop and implement requirements.
- Provide leadership and expertise in evaluating and developing complex business problems, frequently operating at the leading edge of technology. Recommend and justify changes to existing systems

Location\: Latin America

Working hours\: Primary working hours are the office hours of the office to which the candidate is hired. This is however, an international team, and the candidate must be prepared to occasionally work outside office hours to attend conference calls, meetings, conduct system maintenance and similar.
As a member of the software engineering division, you will take an active role in the definition and evolution of standard practices and procedures. You will be responsible for defining and developing software for tasks associated with the developing, designing and debugging of software applications or operating systems.
Work is non-routine and very complex, involving the application of advanced technical/business skills in area of specialization. Leading contributor individually and as a team member, providing direction and mentoring to others. BS or MS degree or equivalent experience relevant to functional area. 7 years of software engineering or related experience.
