The IT Project Group Manager is accountable for management of complex/critical/large professional disciplinary areas. Leads and directs a team of professionals. Requires a comprehensive understanding of multiple areas within a function and how they interact in order to achieve the objectives of the function. Applies in-depth understanding of the business impact of technical contributions. Strong commercial awareness is a necessity. Generally accountable for delivery of a full range of services to one or more businesses/ geographic regions. Excellent communication skills required in order to negotiate internally, often at a senior level. Some external communication may be necessary. Accountable for the end results of an area. Exercises control over resources, policy formulation and planning. Primarily affects a sub-function. Involved in short- to medium-term planning of actions and resources for own area. Full management responsibility of a team or multiple teams, including management of people, budget and planning, to include performance evaluation, compensation, hiring, disciplinary actions and terminations and budget approval.
Responsibilities:
- Responsible for all technology components of the development and implementation of major/multiple/highly complex projects; may manage enterprise wide projects.
- Develops detailed IT work plans, schedules, project estimates, resource plans and status reports.
- Provides IT strategic direction for projects managed.
- Sets guidelines for appropriate staffing requirements to meet operational needs.
- Impacts the IT project leadership function by strategic influence and by exercising control over resources, budget management and planning; accountable for end results.
- Evaluates subordinates' performance and makes decisions on pay increases, hiring, terminations and other personnel actions.
- Applies in-depth knowledge of concepts and procedures within own area and basic knowledge of other areas to resolve issues that have impact beyond own area.
- Ensures essential procedures are followed and contributes to defining standards.
- Demonstrates an in-depth understanding of how IT project leadership integrates within the overall technology function to achieve objectives; requires a good understanding of the industry.
- Provides evaluative judgment based on analysis of factual information in complicated, unique and dynamic situations; draws on diverse range of internal and external sources.
- Influences and negotiates with senior leaders (across functions); may communicate with external parties.

Description:
The ‘Solution Delivery Lifecycle (SDLC) Process and Project Management Tools Manager’ is part of the Development Technology and Process team (DTP) within the Global Consumer Technology (GCT) CTO organization. The role will lead and manage the SDLC process team and the Project Management tools service delivery team. The SDLC Process Team owns and manages the project lifecycles used across GCT for IT solutions. The Project Management Tools owns and manages the tools that support project managementacross GCT. The role will work as a partner with Citi Corporate and Global Consumer Technology teams, including Risk and Control and Architecture Governance, to optimize GCT SDLC processes. The role will optimize the SDLC and ensure processes are consistent with enterprise standards and enable a high standard of practitioner productivity, engagement, and efficient delivery. The services delivered by the Tools team cover BAU activities such as the operation of the tool as well as project activities such as building and delivering new or enhanced functionality. The role will have practical experience in defining, applying and supporting industry-standard processes and frameworks used for solution delivery. The role will preferably have knowledge of Citi corporate and GCT processes for solution delivery.
Key responsibilities:
- Lead and manage the SDLC process team and the Project Management tools service delivery team
- Manage teams of professionals, recruit staff and develop talent, build team strength, mentor team members and develop succession plans
- Manage budgets effectively
- Optimize the SDLC and ensure processes are consistent with enterprise standards and enable a high standard of practitioner productivity, engagement, and efficient solution delivery
- Partner with Corporate and Global Consumer Technology teams, including Risk and Control and Architecture Governance, to optimize GCT SDLC processes.
- Drive transformational changes in the SDLC to streamline and optimize the execution model for both processes and tools
- Drive transformation efforts related to adapting and scaling Agile frameworks and pivoting the organization to benefiting further from Agile frameworks
- Deliver the required SDLC optimization initiatives, engaging with DTP teams and stakeholders
- Influence partners and stakeholders across diverse functional and technical disciplines including business, enterprise architecture, solution architecture, solution engineering and operations
- Communicate effectively with senior business and IT leaders to gain alignment and support for SDLC process and tool changes and implementation plans
- Address risk to the organization for any changes to SDLC processes and controls
- Drive the technical direction setting and strategic decisions for SDLC tools to enhance operational efficiency
- Deliver high quality value-added enhancements to SDLC tools
- Deliver cost effective and efficient management of SDLC tools
- Collaborate with and manage service provider partners in delivering services
- Meet SLAs for the SDLC tools by working with internal and external teams
- Manage priorities and monitor capacity utilization for service delivery teams.
Qualifications:
Knowledge/Experience:
- Well versed on software development life cycle processes and frameworks – both Agile and Waterfall – and having practical experience in industry-standard processes and frameworks.
- Experience of applying Scrum in IT solution delivery for software development and infrastructure projects
- Experience driving transformational process change in organizations and executing process improvement methods, preferably using Lean and Six Sigma practices and tools
- Able to drive SDLC process optimization and correct adoption, able to use sound business judgment and apply strong leadership qualities to influence all levels of the organization
- Demonstrated ability to deliver on productivity improvement and project commitments through leadership, teamwork and effective problem analysis and resolution
- Experience conducting user workshops, focus group sessions and use of other collaborative techniques to drive pragmatic solutions for the organization
- Excellent interpersonal communication and facilitation skills and proven ability to work collaboratively
- Demonstrated effective written and oral communication skills with the ability to effectively present and communicate status, risks, and issues to executive management
- Excellent skills in situational awareness, conflict resolution and continual improvement
- Ability to partner with businesses and other support functions at senior levels in setting strategies and execute against them
- Strong team leadership and management skills demonstrated within technology service delivery functions
