Position Title: Quantity Surveyor Lead

Location: Penglai, Shandong, China

Duration: 2 years contract

Job Purpose:

• Quantity Surveyors primary responsibility is to manage the re-measurable portion of the project contract price and cost, from interim re-measurements through to final accounts close-out and in accordance with established company policies and project procedures, reporting directly to the Commercial Manager.
• Assist the Commercial Manager to guide and lead the team of Quantity Surveyors.

Job Responsibilities

• Understanding and familiarization of the contract Scope of Work, measurement conventions and built-up of Contract Price.
• Preparation of a Project specific re-measurement procedure and template, including quantities re-measurement schedule and plans for submission, review and approval cycle.
• Perform all measurements and quantity assessments in line with the measurement conventions stipulated under the contract documents.
• Complete materials take-off from required Approved for Construction (AFC) Drawings.
• Check and verify the Re-measurements in terms of quantity measurement convention and contractual entitlement, and ensure that all quantities claimed and calculations are arithmetically correct.
• Establishment and submission of the Star Rate and Work Factors for items with no applicable Unit Rates under the Contract. Participate in the clarification meetings with the Client, if required, to reach an agreement on the Star Rates.
• Submission of Re-measurements to the Client Quantity Surveyor and participate in clarification meetings on the deviations between the submitted Re-measurement quantities against Client’s Re-measurement.
• Assist the Contract Engineers in the preparation of Change Orders requests involving quantities measurement.
• Provide interim Re-measurement quantities to the Project Cost Controller periodically for effective project cost control and analysis, and provide updates on the interim Re-measurement quantities, if any.
• Perform and update the Re-measurement whenever and wherever AFC Drawings are revised and submit the Re-measurement for Client Approval.
• Perform an update of the quantities based on final As-built and/ or Approved “Red-line” Mark-up Drawings for the Final Re-measurement and submit for Client Approval.

• Assist the Project Commercial Manager in verifying the quantities for punch list items and/ or Carry-Over Work, if any.
• Keep all Re-measurement files adequately archived and stored for an easy and efficient retrieval.
• Compile Final Bill of Quantities and report for Close Out analysis.
• Set up and formalize Quantity Survey Work Flow and Procedure for various disciplines.
• Lead and guide the fresh engineers/ QS.

Job Requirements

Qualifications:

• Bachelor degree in engineering or related field
• Chartered Surveyor (preferred but not mandatory)

Experience:

• 6 years Quantity Surveying experience or 12 years field experience in O&G and/or renewable energy industry

Competencies:

• Ability to lead and communicate effectively
• Good analytical skills
• Knowledge of contracting strategies, principles and procedures.
• Knowledge of type of works typically subcontracted, appropriate work packages and scopes of work.
• Proficient in the use of MS Office computer applications including Word, Excel, Access, Power Point.
• Proficient in the use of Autocad, Tekla or software of the like
• Excellent English written and oral skills
