Chiyoda is currently hiring at a petrochemical project; this is located at the module yard in Penglai Shandong province in China. This role is expected to start as soon as possible until February 2021.
This role reports to the Module Yard Deputy QC Manager, Module Yard QC Manager, and QC Coordinator. Supervision is exercised upon E&I Inspectors, Subcontractors, and QC clerk.
Core Accountabilities / Responsibilities
- Supervises Discipline QC Inspectors in his performance of inspection and testing activities.
- Review CKJV’s procedures and requisitions for subcontractors, and Review and comment CKJV’s field inspection procedures originated by Subcontractor, including obtaining the concurrence and approval of Yard QC Manager.
- Review subcontractor’s ITP (Inspection and Test Plan), Method of Statement, and inspection procedures.
- Attend kick off meeting for subcontractor, and confirm CKJV QC requirements.
- Attend pre-inspection meeting for subcontractor before beginning any inspection activities, and confirm ITP and inspection procedures with the Client.
- Coordinate with Subcontractor, CKJV’s field engineers/supervisors, Client, inspection third parties, or other external inspection agencies when required for QC matters.
- Ensure the subcontractor’s inspection/test schedule is in accordance with the construction schedule, and expedite to submitting RFI when necessary.
- Witness inspection/test for installation, loading, or operational test of equipment/materials in coordination with Client where necessary.
- Authorize and compile inspection/test reports and QC data from subcontractor or inspection agencies, and submit them to the Client for approval.
- Check the compilation of original QC documents and QC records periodically.
- Check the calibration of testing equipment and tools periodically.
- Check purchase orders or the subcontractor’s requisitions, and evaluate vendors and QC activities when necessary.
- Attend regular QA audit or safety audit for CKJV internal or subcontractor.
- Ensure that work proceeds in accordance with the relating procedures or the Quality Assurance plan.
- Supervise and coordinate testing and commissioning activities, along with additional [discipline] related testing procedures which may occur at site.

- Monitor preservation activity and report
Technical Knowledge / Skills / Competencies
- Good command of written and spoken English communications.
- Proficient in MS Word and Excel.
- Experience and knowledge in all Quality Control procedures and equipment relevant to discipline.
- Knowledge of the National Electric Code/NFPA 70, IEC or equivalent standards. Cathodic protection system, and communication systems such as telephone and paging systems.
- Knowledge of the ISA RP 12.6, RP 12.2.02, TR 12, IEEE 518, 1100, IEC 60529, NEMA ICS 6, NEMA 250, NEMA VE 1& VE 2, NFPA 70/NEC and UL 94. DCS and ESD systems, and loop check, wiring continuity, and colour coding.
- Well-versed with interpretation of Instrument and Electrical drawings, Isometrics, and P&ID’s.

Qualifications / Certifications
Educational background of at least high school graduate or equivalent.
Preferred: Bachelor's Degree/Diploma in Electrical, or any other Degree/Diploma with proven track record as the inspector.
Minimum Years of Relevant Experience:
8 years’ experience working as Electrical and/or instrumentation QC inspector/engineer in the organization of main contractor in the onshore oil and gas sector.
Experience in working at construction site or module yard of LNG, Oil & Gas, for inspecting, installation and commissioning Equipment.
HSE Requirements for the Position:
Has a sound knowledge of, and experience working under HSE requirements for brownfield and greenfield EPC contracts within a major contracting organization.
Ensure that the safety requirements are observed and that testing equipment and tools are in safe condition.
Coordinate with Safety Supervisor to perform inspections and tests safely.
