Key Responsibilities

• In charge of planning and improving the purchasing procedure;

• In charge of compose the department organization chart and annual budget; monitor and control the budget and operation cost of purchasing team;

• Responsible for providing tactical purchasing plan to GM according to corporate purchasing strategy and KPI targets;

• In charge of management and evaluation for direct and indirect material suppliers, in quality, cost and service level;

• In charge of implementation of processes, procedures and optimization activities from Corporate Strategic Purchasing team and China purchasing team;

• In charge of manage and monitor of continuous improvement plan on all direct production material suppliers, in cost and service;

• In charge of recruitment, training and assessment the performance and continuous development of the team;

• Responsible for provide up-to-date information to lead buyer of Winkelmann Strategic purchasing manager for direct production material;

• Support strategic purchasing projects in close cooperation with Corporate Strategic purchasing department;

• Compliance management of purchasing team;

• Awareness of and adherence to all quality standards and guidelines and compliance with safety, health and environment regulations;

• Complete other related tasks assigned by superior.

Qualifications and experience

• Bachelor degree or above in Engineering

• Over 5 years of purchasing experience

• Experiences in heating and industry

• Intensive experience on direct purchasing management, for brass parts, rubber parts and high-mix low volume purchase

• Independent functioning, high one`s own initiative, flexibility and ability to communicate

• Good MS-Office skills

• Good command of both oral and written in English and Mandarin
