Tasks & Responsibilities:

Purchasing policy and strategy

• Define the purchasing strategies for the categories for which he is responsible.
• Define and implement by category the Purchasing action plans for the areas for which he is responsible in accordance with GYICC Purchasing Policy.

Purchase and supply operations

• Assemble the needs of the Venue for:

• The purchasing categories concerned and the associated purchasing budgets.
• The different events.

• Implement the Purchasing process in accordance with the rules and procedures in force and within the best Cost, Quality, Time Scale and Service conditions.
• Guarantee the supply process; ensure the follow-up within the Framework of the Purchase delegation procedure.

Measure and Improve the Purchasing performance

• Monthly updates of purchasing performance indicators within his remit.
• Ensure regular Reporting to CFO both quantities and qualitive (major facts, possible risks, success stories…)
• Analyze his performance in relation to his annual objectives and implement necessary progress tasks.
• Propose cost cutting measures to CFO.

Rules and procedures

• Ensure accordance with Chinese purchasing rules and procedures applicable within his remit.
• Ensure the traceability of all tasks carried out (formalization of the decisions taken at each stage of the Purchasing process).
• Ensure complete the Chinese bidding documents independently.

Management

• Regular updates with CFO on the progress of his activities with full transparency.

Requirements:

• Minimum 3 years relevant procurement experience
• Skilled negotiator
• At ease with operations matters
• Audit, analysis and problem-solving skills,
• Awareness of quality controls and procedures,
• Awareness of compliance with rules/legislation,
• Resourceful, operational dimension, reactive
• Respect of rules and procedures relating to the purchasing function.
• Speaking & writing basic English language
• Canton language is a +
• Extensive usage of Microsoft Power Point, Word, Outlook and excel

Education:

• Technical higher education, business school or engineering school, with ideally a specialization in Purchasing.

• Motivated by the supplier relationship, the candidate must be animated by the process of prospecting externally and by customer service internally. His autonomy and his ability to appropriate the needs and particularities of each project, to adapt by being proactive are major assets in the post.

French Chamber’s membership comprises a network of more than 1,548 member organizations. Its Board of Sponsors consists of 54 groups and enterprises and its team consists of 42 permanent French and Chinese staff. The French Chamber is a non-profit organization under Chinese law, governed by a steering committee of 30 members.

The CCIFC activities are mainly financed by our membership fees, and our organization does not benefit from any public funding.

Our General Headquarter is based in Beijing. We have branches and offices in Shanghai, Canton , Shenzhen, and Chengdu, and have representatives in Chongqing, Dalian, Kunming, Qingdao and Zhuhai.
