POSITION SUMMARY


The Operation Services Administrator of Jiahui will support, coordinate, manage and monitor the planning of services within assigned clinical department(s). Responsible for managing all operation

aspects within the assigned clinical department(s) to achieve excellent customer service, quality

control, cost, and delivery performance in line with organization strategy, goals and values. Assist the

Department Chief(s) with daily operations to include but not limited to coordination of patient

care/outcomes, allocation of human and fiscal resources, communications, patient throughput,

program development, and compliance with regulatory agency requirements.


RESPONSIBILITIES:


(A) SPECIFIC (80%)

1. Work with clinical and administrative leaders to develop new services.

2. Coordinate with clinical users and relevant supporting departments in the smooth implementation of new services.

3. Maintain liaison with all levels of clinical staff and providers to coordinate the clinical business, accomplish directives and to facilitate the resolution of issues, concerns and problems.

4. Together with the department Chiefs and with Marketing & Business Development (MBD) develop marketing programs related to the clinical specialty.

5. Work with the Clinical Services and department Chiefs to oversee matters pertaining to basic operational policies and procedures of the clinical care.

6. Assist in the formulation of new or revised operational policies and standard operating procedures (SOPS) for the clinical specialty.

7. Assist department Chiefs with strategic planning and program development and or expansion.

8. Collaborate with enterprise services for the development of business practices/systems and analytics for reporting.

9. Work with Office of Quality and Safety to establish and maintain audit reporting standards required by government agencies.

10.Understand all required regulations and policies from regulatory agencies, ensure compliance within the department.

11.Working with clinical service physician and nurse leaders, responsible for personnel functions within delegated clinical area, including training, placement, supervision, performance evaluation and professional development.

12.Responsible for establishing goals/objectives, and evaluating all personnel under his/her supervision.

13.Evaluate supervisory and administrative workloads to ensure quality, equitable distribution and to determine whether reduction or addition of personnel is necessary.

14.Assist the Department Chief in recruiting, hiring and onboarding of supporting staff or clinical staff.

15.Assist in the establishment and maintenance of annual budgets, planning and analytics to evaluate department’s performance.

16.Support clinical teams in the development, reviewing, of patient-centric work processes to support high quality clinical practice and standardization to ensure optimal efficiency and safe delivery of care.

17.Identify service discrepancies and work on process improvements, rectify service lapses and develop alternative plans

18.Coordinate with clinical users and procurement department for best value for products and equipment.


(B) GENERAL (20%)

19.Support hospital level activities as well as administrator on-call duties and committee/workgroup secretariat.

20.To be a leader in embracing change.

21.To support all staff development and quality improvement activities.

22.Encourage effective teamwork approach across practice.

23.Perform any other duties as assigned by COO.


Minimal Skills Requirements:

1. Management experience highly recommended with either operational or clinical background in health care

2. Highly motivated and demonstrate strong interpersonal skills

3. Detail oriented with organizational skills and ability to prioritize in a highly complex environment

4. Excellent oral and written communication skills

5. Be able to work independently

6. Ability to effectively collaborate with different stakeholders, staff and colleagues

7. Excellent time management

8. Proficient analytical skills and problem solving skills
