POSITION SUMMARY

This position is responsible for providing Quality Control expertise to gasification procurement department of GEMTE. This position will create source inspection estimates and manage the source inspection requirements for all projects executed by gasification project execution unit of GEMTE. A sense of urgency and ownership are essential.

NATURE AND SCOPE

The role involves working closely with the project execution, project engineering, discipline engineering, expediting groups, and project procurement. This role will also need to interface with customers for SOE projects to develop project specific QC documentation and coordinate a customer’s attendance at inspections if required by the project specific Inspection and Test Plans.

PRINCIPAL ACCOUNTABILITIES

This position is accountable for the following end results:

1) Lead the inspection team of 3-5 including the 3rd party, to perform all inspection and quality related matters of gasification projects executed by gasification procurement ensuring that the Quality Control requirements are met within the estimated budget.

2) Manage source inspections for suppliers in country and region which includes contacting a third-party agency to request inspectors for each scheduled inspection, reviewing inspector’s qualifications to ensure they have the appropriate skills, reviewing the inspection reports, and distributing the inspection results to the project teams.

3) Develop QC documents for projects after a review of the project specifications. This may include creating a project specific QC plan and Inspection and Test Plans.

4) Join the kick off meeting, review and approve the applicable specification and standards before project commence.

5) Discuss and establish the ITP for following in the manufacturing and fabrication period. Document review/material verification /quality surveillance as per ITP requirements during fabrication

6) Conduct Pre-Inspection Meetings as required by the Inspection and Test Plan.

7) Witness or manage inspectors to witness the fit-up, preheating/welding/dimension/ /PWHT/NDT/Hydrostatic test, as well as packing/stuffing/shipping release

8) Raise quality issues/SPDs violated pertinent code/specification during fabrication and distribute to supplier, monitor remedy of these issues

9) Create or approval non-conformance reports for items that do not meet the technical requirements and ensuring the NCRs are closed prior to an inspection release.

10) Review quality documents from suppliers as required by the Inspection and Test Plan.

11) Review, Create and Distribute inspection release notes for any items requiring source inspection.

12) Welding Procedure Specification (WPS) and procedure Qualification Record (PQR) review and approval for pressure vessel and piping fabrication.

MINIMUM REQUIREMENTS AND QUALIFICATIONS

• BSc in Engineering

• 8+ years in a technical position or Quality Assurance Management

• Inspection management skills, operational knowledge of ITPs

• Wide and varied technical knowledge of equipment Experience in an inspection environment, and competence in managing and conducting inspections with international projects and companies.

• A strong working knowledge of mechanical/rotating equipment, pressure vessels, structural steels, and/or piping/skid fabrication

• Familiar with inspection of Valve & Fitting / Pipe / Coating / OCTG tube and casing

• Experience in metallurgy and welding technology is a MUST

• Strong organizational, communication and influencing skills

• Strong sense of urgency and ownership

• Familiar with EN standard, ASME codes particularly Section V, VIII and IX as well as AWS D1.1

• Familiar with inspection of PED products (include power boilers, pressure vessels, Valve & Fitting)

• Familiar with BPVC Code: ASME Code Sec. I, II, V, VIII, IX, ASME/ANSI B16/ B31/B33/B36, NACE, PD 5500, TEMA and ASTM standard, API Code: API 598, API6A & 6D, API 5L& API 5CT, API1104. Welding Code: ASME Code Sec. IX. Coating Code: NACE, SSPC&ISO.

• Familiar with welding processes (SMAW, GTAW, and GMAW & SAW) related to fabrication of pressure equipment.
