POSITION OVERVIEW:
Reporting to Qingdao Dispen JV GM, functionally reporting to China HRD, the HR & Admin Manager of Qingdao Dispen is responsible for overall HR activities’ implementation, HR business partnering with local business, as well as ensuring the compliance in regards to HR regulations, on top of site administration.
RESPONSIBILITIES:
- Manage (design, implement and ensure the consistency of) the full HR system (policies, regulations and rules, compensation & benefits system, etc.) in QINGDAO DISPEN, in line with ALSTOM HR policies;
- Together with line managers of QINGDAO DISPEN, identify the HR implications of their business plans and develop and implement critical initiatives in support of the achievement of the business plans;
- Lead and co-ordinate the ALSTOM Management Cycle, within QINGDAO DISPEN: such as objectives setting, performance management, and people review, etc.;
- Lead and manage the recruitment need QINGDAO DISPEN;
- Following the rule of China C&B to ensure the compliance of annual salary review, job grading, market salary survey/job pricing, etc.;
- Together with China learning team to optimize the training plan and deployment according to business needs;
- Ensure the compliance of the joint venture to all Corporate and legal requirements in respect of Human Resources;
- Provide consulting and support to line manager in all aspects of employee relations, such as performance counselling and change management to ensure a harmonious and productive work environment within QINGDAO DISPEN;
- Lead and coordinate the EHS (Environment, Health and Safety) initiatives and programs of QINGDAO DISPEN.
- Supervise site admin operation.
SKILLS & EDUCATION:
You have proven skills in managing various topics of HR functions and are able to create efficiency of HR processes. You have a passion for developing the careers of the people and bringing the added values to the organization you work at. You demonstrate excellent communication skills and the ability to guide, influence and convince others, while working in a diverse organization.
ESSENTIAL:
- Bachelor degree or above with business administration or human resources education
- At least 5-year experience as HR generalist, including minimum 1 year management experience, in a foreign-invested industrial enterprise
- Fluent speaking and writing English skills
