POSITION SUMMARY:

This position will be reporting to AP Lu’an JVCo General Manager in managing Coal Gasifier, Purification and ASU operation and maintenance.This position is responsible and accountable for production operations and reliability of all Coal Gasifier, Purifier and ASU plant in JVCo. The JVCo Operation Director’s objective is to coordinate the production and delivering of products required to meet customers’ satisfaction with safety, reliability and quality on product supply. The duties of the JVCo Operation Director are accomplished by coordinating the activities of the production while ensuring alignment with the maintenance and EHS regulations.To meet this objective, this position requires the optimization of facilities tools, capital expenditures, manpower resources, energy resources, cost control and asset management.

NATURE AND SCOPE:

This position has leadership responsibility and accountability for all operation activities in JVCo, Therefore, the Director should have a strong interpersonal skill set and leadership capability with a strong, diverse, technical background as well. This position leads facility activities concerning the production of various chemicals (Syngas, O2, N2, Argon, etc). The JVCo Operation Director is accountable and responsible for operating and maintaining these units in compliance with the appropriate environmental, hygiene, and safety regulations. The AP/ Luan JVCo Syngas Plant is situated at Wangqiao Industry Park, Xiangyuan county, Changzhi city:

• The Shell Gasification Facility built on a site of 68510m2, with 5.2 billion RMB capital investment and comprises 4 trains Shell Gasification (each train including Coal Milling and Drying Unit, Coal Pressurization and Feeding Unit, Gasification and Syngas Cooling Unit, Slag Removal Unit, Dry Solid Removal Unit, Wet Scrubbing Unit ,Primary Water Treating Unit and Gasification Utilities(including N2 & CO2 system, Fuelgas system, Dosing system, Cooling Water system and Process Water system, Steam & Condensate system, etc) and 1*35KV/10KV Substation and 1*10KV/400V Substation) to produce 969444Nm3/h Raw Syngas for customer Synfuel Product, to supply 519t/h qualified MP SH Steam to Headquarter at the same time.
• The Purification Facility built on a site of 73840m2, with 1.96 billion RMB capital investment and comprises ( 2 trains (CO Shift Unit, RWU(Lurgi Rectisol Wash Unit) and FDU(Fine Desulfurization Unit), CO2 Compress, Propylene Compress), 1 train (Boiler Feed Water (BFW) Supply Station, 1*35KV/10KV Substation and 1*10KV/400V Substation) to produce 727600Nm3/h (H2/CO) for Synfuel Product, 155590Nm3/h (CO2) for pulverized coal transport and Rich H2S Fraction for customer recovery to solid Sulfur Product, to supply 1441t/h qualified BFW to customer at the same time.
• ASU 4* AP 90000Nm3/h O2.
  

PRINCIPAL ACCOUNTABLITIES:

1. Responsible for compliance with all safety, health, and environmental regulations and Corporate/Group requirements. Support Region and plant EH&S goals. Ensure EH&S goals are established and achieved. Ensure all non-conformances are investigated and corrective actions are implemented. Achieve no lost time, recordable or first aid injuries by maintaining safe operating practices, completing safety training and demonstrating leadership in BSP compliance.

2. Achieve manufacturing excellence through effective cost management.

3. Foster and support strong working relationships at all plant levels with customer to ensure proper execution of business contracts and effective on-going supply of products and services. Lead routine communications and periodic meetings concerning customer interface activities.

4. Manufacture products that continually exceed or meet all product Quality Specifications and in accordance with ISO9001:2000 system requirements.

5. Closely interface with customers, meet customer’s high level people on a routine basis, maintain close relation with customer, and get involved with customers’ routine and growth demand.

6. Accountable and responsible for the annual operating and capital budget.

7. Accountable and responsible for implementation of operation & maintenance Organization Development and HR plans.

8. Attain maximum plant reliability through the scope and planning of maintenance activities.

REQUIREMENTS:

1.The position requires an individual with demonstrated leadership skills, communication & coordination skills, interpersonal skills and customer relation skill, able to handle high level communication with customer.

2.Broad based technical abilities and a basic financial background. Strong organizational, planning, interpersonal, and communication skills are essential to the position.

3.Credibility and respect across the organization is important.

4. A minimum of 15+ years in Coal to syngas project, engineering, commissioning, startup, maintenance and operations management roles are desired. Shell related working experience is preferred.

5.A minimum of college degree with Engineering or Chemical background is required.

6.Fluent oral English and excellent written English skill is required.
