职位描述

Responsibilities:

Thermo Fisher Bioprocess Design Center (BDC) is dedicating to provide a wide range of bioprocess related services. A facility engineering manager is required to take responsibility of managing current facility maintenance, renovation, and new facility construction. This position will report to BDC Director.

  • Act as a project manager in 2 new facility construction projects (pilot-scale bio-pharma manufacturing) one after another, working with facility designer, general contractor, 3rd party construction management company, to complete CD, BD, DD, facility construction, facility validation, and deliver a full-functional facility within programme, budget and design tolerances:
  • Prepare organizational plans and define responsibilities and reporting relationships.
  • Facilitate to design facility reasonably within budget by collecting needs from different functions, communicating / discussing with designer to fulfill those needs.
  • Help 3rd party construction management company to manage general contractor and other contractors to complete construction works within budget and design tolerances.
  • Model selection with corporate sourcing team and BDC technical team, conduct equipment procurement cycle (possible including DQ, FAT, SAT, IQ, OQ, PQ, equipment files) with help of BDC lab manager, QA and related function team.
  • Analyze each works package contract and identify the key interfaces critical path and milestones. Make sure progress on schedule, by setup regular meetings and tracking each works package with related parties.
  • Organize risk assessment and execute risk management with related stakeholders.
  • Carry out inspections both on and off-site of the works to guarantee construction quality.
  • Define and maintain a project cost plan covering all aspects of the planned CAPEX, with the help of BDC lab manager and finance BP.
  • Act as a facility engineering manager to maintain BDC facilities:
  • Cooperate with 3rd party facility engineer, security, cleaning staff (all from admin) to provide full-functional labs and offices, in terms of sufficient utilities, stable network, waste disposal, etc., by using but not limited to daily cleaning, daily inspection, emergency handling, trouble-shooting.
  • Analyze, define a cost plan for facility running, covering all aspects of facility maintenance in the planned OPEX, with the help of BDC lab manager and finance BP.
  • Make sure the actual expense is within the OPEX. Be responsible for continuously improving service and driving down costs.
  • Comply with the requirements of the SOP, including safety and environmental procedures (EHS).
  • Be responsible to handle matters related to campus property management.
  • Cooperate with corporate supporting teams, like IT, administrative, financial, sourcing, planning, procurement, supply chain, EHS, to fulfill related facility engineering works.
  • Manage consultants and local teams to ensure timely completion and maintenance of global standard for all projects.
  • Participate in BDC AR (business plan) composing, AOP (Annual Operating Planning) and STRAP (Strategic Plan) alignment.
  • May be required to perform other related duties as required and/or assigned.
  • Be able to travel, domestic and overseas, maximum 30% of the time.

Minimum Qualifications (must have):

  • Sufficient degree of engineering, architecture, project management or equivalent, minimum with bachelor’s degree. Advanced degree (e.g. master’s) is a plus.
  • Minimum 5 years direct experience in facility construction, management, or related. Complete or take a key role in one facility construction project for pharma (for bio-pharma is a plus).
  • Work in GMP facility for 3 years, or participate in 1 GMP facility construction project. Understand GMP regulations.
  • Practical knowledge in procurement, contract administration, facility validation.
  • Experience in planning and maintenance covering equipment such as but not limited to HVAC, PW, power management, waste disposal, lighting, UPS, etc.
  • A solid understanding of financial reconciliation of construction related costs.
  • Excellent verbal and written communication skills, interpersonal skills, relationship management skills, and consultation skills are required.
  • Be adaptive to a multitask and fast-paced environment. Ability to prioritize works and time management is essential.
  • Ability to closely cooperate with different function teams, or related stakeholders internally and externally.
  • General knowledge of computer skills is needed. Skilled in mind management apps or project management apps is a plus.
  • Workable English skills in oral and writing

Preferred Qualifications (nice to have):

  • Conduct one GMP or GMP-like facility construction project is preferred. Previous experience of project management is a plus.
  • Property Management, Facility Management or Facilities project management qualifications would be preferred.
  • Working experience in similar Customer Experience/Excellent Center or CRO/CDMO is preferred.
  • Experience of coordinating with teams outside China, i.e. US or Europe.
  • Experience in IND or NDA filing or applying.
  • Fluent English skills in terms of oral and writing English is a plus.
