• Responsible for health and safety performance of the maintenance departments at both Shanghai and ZJG site.
• To achieve plant equipment efficiency objectives by ensuring reliable site utilities supply, and zero plant and equipment downtime through planning and implementation of a preventative maintenance system.
• Lead, motivate, develop and coach the onsite maintenance teams across both Shanghai and ZJG site.

Key responsibilities:

• Proactively promote a positive Health & Safety culture, leading towards a target of zero harm for JM personnel and maintenance contractors
• Actively contribute towards a Process Safety Management program to improve the Site process risk profile;
• Actively review engineering maintenance works to ensure that work is being carried out safely in accordance with relevant safe systems of work and offer coaching and development, where required, to achieve the necessary level of EHS performance in the teams.
• To develop and implement PGMS China cross site engineering maintenance strategy which meets business goals in terms of equipment availability and reliability and SHE standards, at minimum cost.
• To plan and implement a preventive maintenance system including necessary spare parts system, in compliance with established maintenance strategy, goals and objectives in terms of plant reliability & availability.
• Provide functional leadership to ZJG site maintenance manager and team to ensure safe, effective and reliable maintenance performance of the site.
• Develop, manage and maintain the Facilities and Maintenance functions across Shanghai and ZJG site;
• Ensure routine engineering maintenance schedules of key equipment, especially Safety Critical equipment, are well maintained and implemented.
• Effective management and control of all maintenance spend, expenditure forecasting, and carrying out regular reviews of actual spends vs. allocated budgets
• Lead Shanghai site maintenance team with clearly defined goals objectives, targets and maintenance performance KPIs. Ensure that effective team member and maintenance contractor performance reviews take place, that measurement and review drives continuous improvement in technician and contractor performance, and that SLA targets are met and exceeded by 3rd party suppliers.
• Ensuring that the optimum resource is deployed to complete the works and that non-productive time is minimized or eliminated
• Actively participate in the JM Energy reduction commitment looking for ways to reduce energy consumption
• Joint efforts with Project team to maintain, modify and update drawings and technical plans of facilities, utilities services and production equipment
• Manage and maintain existing maintenance contractor relationships. Review and negotiate all supplier/maintenance contracts and carry out routine building maintenance as appropriate.
• Team up with Technical purchasing and negotiate important maintenance supplier and vendor contracts to secure terms that are in the company’s best interests.

QUALIFICATIONS/ KNOWLEDGE/ EXPERIENCE
• University degree of chemical equipment & machinery, mechanical engineering
• Minimum 10 years relevant experience in engineering maintenance management in international chemical manufacturing facility
• Intensive knowledge and practice of chemical equipment maintenance in manufacturing process.
• Experience with establishment and operations of preventive maintenance systems
• Project management experience in chemical plants will be a plus
• Good command of both Chinese and English languages.
