The Government of the Hong Kong Special Administrative Region (HKSAR) is inviting applications for the post of Director of Broadcasting (D of B).
Responsibilities
Reporting to the Commerce and Economic Development Bureau (CEDB), the D of B is the head of the Radio Television Hong Kong (RTHK), the public service broadcaster in Hong Kong. In particular, the D of B is responsible for –
(a) leading the RTHK towards achieving its public purposes and mission and ensuring compliance with the Charter of RTHK;
(b)planning for the new developments of the RTHK as a public service broadcaster and managing the RTHK in providing high-quality multi-channel radio, TV and new media services on a day-to-day basis;
(c)acting as the Editor-in-chief to ensure that a system of editorial control in accordance with the Charter of RTHK, the RTHK’s Producers’ Guidelines, and the relevant codes of practice on programming standards issued by the Communications Authority, is in place to provide accurate, impartial and objective news, public affairs and general programming that inform, educate and entertain the public;
(d) assisting the CEDB to review from time to time the policy aspects of the RTHK’s services; formulate strategic and operational plans and budgets of the RTHK, review the achievement of performance targets of the RTHK on a regular basis, and implement resulting actions required;
(e)shaping an accountable corporate culture, strengthening the corporate management of human resources and finance of the RTHK, and ensuring compliance with all applicable government rules and regulations; and
(f)accounting for all matters relating to the operation and management of the RTHK.

Entry Requirements
Candidates must be permanent residents of the HKSAR at the time of appointment and should possess -
(a)at least 15 years of experience at a senior level, preferably with a large public or private organisation, with strong leadership and management capabilities;
(b)(i) either a Bachelor or post-graduate degree from a Hong Kong university or equivalent (holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should attach copies of their official transcripts and certificates to their applications); or
(ii)at least 15 years of experience in the broadcasting and/or a media-related field;
(c)the ability to lead a local public broadcasting organisation and to manage changes arising from the evolution of public service broadcasting in Hong Kong and technological development in the broadcasting industry and market; and
(d)good interpersonal and communications skills, and a strong command of written and spoken English, written Chinese and spoken Cantonese. Proficiency in Putonghua would be an advantage.
Note: For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of BL in the community, applicants for civil service jobs will be assessed on their BL knowledge. The BL test result will constitute an appropriate weighting in a candidate’s overall assessment.
Terms of Appointment
The successful candidate will be appointed on civil service agreement terms for three years. Renewal of agreement will be subject to the discretion of the Government.
Remuneration
The D of B will receive a basic salary of HK$251,250 per month [Point D5(1) of the Directorate Pay Scale in the civil service]. In addition, he/she will be entitled to housing benefits, vacation leave with leave passage allowance, and other benefits commensurate with a position of such seniority subject to meeting the eligibility criteria as stipulated in the regulations relating to the provision of such benefits. The appointee will be subject to the provisions of the Mandatory Provident Fund Schemes Ordinance (Cap. 485) and will be required to make employee’s contribution to a Mandatory Provident Fund (MPF) scheme.
Upon satisfactory completion of the three-year agreement, the appointee will be eligible for an end-of-agreement gratuity which, when added together with the Government’s contribution to the MPF scheme, equals 15% of the total basic salary drawn during the agreement period.
