Job Description
Responsible to (Line): Operation Manager
Purpose / Role:
To support the Operation Manager with Business and Office Administration. ? To support Business Development and proposal activity with respect Project Controls inputs and best practices? Liaison with the Global Project Controls Leader.
Key aims and objectives:
To manage the Controls Department which is comprised of the following disciplines:? Planning and schedule? Cost control? Information Management (Document Control)?
Prime responsibilities and duties

? Depend on strategic goal of the company
Key internal interfaces
? Report to Operation Manager
? Functional support to HR, finance, BD, engineering, procurement department and project management team.
Key external interfaces
? Depend on the project execution and strategy.
Core competencies
? Rich experience and technical background for project management and control;
? Familiar with planning control, cost control, document control;
? Familiar with international project execution procedure.
? Effective communication skill with fluent spoken and written English.
? Proven record of ability to put in place appropriate controls and systems to manage and report critical project information.
? Capable of using Primavera and other planning tools.
? Skilled in development and implementation of cost control systems.
? Skilled at incorporating complex project control systems into the management of the work.
? Skilled at using accurate historical data to produce meaningful reports and forecasts.
? Capable of understanding the context of the work and client concerns.
? Capable of understanding the importance of effective Information Management.
? Capable of implementing risk management processes.
? Able to express project knowledge through work breakdown structure development Industry knowledge of Control systems development and integration.
? Networking with other divisions and external service providers.
? Performance improvement through knowledge-sharing.? Mentoring and coaching of upcoming individuals.
? At least 15 years multi project management experience, at least 5 years of department manager experience in international company;
? Must be capable of working in a team environment.
? Must have experience in working with people of different culture and backgrounds.
? Rich experience for coordination with other disciplines and department, familiar with the scope of work split with relevant disciplines.
? Excellent leader ship and coordination skill.
? Customer focused.? Team establish capacity and develop skill.
? Good responsibility, good team work spirit.? Willingness in learning and listen to different voice.
? Honesty, serious and careful work attitude
? Desire for high quality (accuracy and timeliness)
? Westerner preferred, but not compulsory; Local expat package will be paid.

Prime responsibilities and duties
1. General
- The technical direction and control of the Control Department;
- Develop annual SRP budget and manage it;
- Manage the preparation of controls audits and control reviews of projects;
- Provide regular departmental reviews and liaise with Global Project Controls Leader to create cross fertilization of information from various projects and any innovative technological advancements;
- Manage the implementation of the Department's computer software and its development to meet future needs;
- Assist the project management team to analyze potential risk from view of project control;
- To ensure clear definition of the Project Control requirements for/from projects/contracts within region.
- To facilitate Project Controls resource management within the region.
- To read, understand and implement the Company HSE Policy.
2. Management system
- To ensure development/maintenance and deployment of appropriate Project Controls processes, procedures and systems/tools within the region.
- Establish controls philosophies for contracts and ensure that they are implemented;
- Control update relevant software for the department;
- Purchase relevant national and local code and standard.
3. Department staff management
- Coordination of staff in the department with various projects.
- Ensure that sufficient staff for project control of the correct caliber are available to meet contracted and corporate commitments;
- Ensure that all staff in the department is working to the Company procedures, specifications, standards and any project specific addenda;
- To co-ordinate Project Controls personnel annual appraisal, salary reviews and bonus reviews
- Based on staff character to scheme their personal career development plan.
- Develop the recruitment plan for the department.
4. Review
- Review regularly the Department's performance with a view to improving systems and reducing costs;
- Regularly review with Lead Engineers the performance of the contract task force;
- Review the cost expense and manhours of the department;
- Review the weekly report and monthly report for project control aspect;
- Participate monthly project review meeting.
5. Approval
- Prepare or approval all the Department's estimates, narratives and other documentation for proposals;
- Approve all permanent and temporary appointments regarding to controls;
- Approve appraisals of all other department personnel from view of project control aspect;
- Approve the expense application if necessary within delegated authority.
6. Training
- Develop the training plan of the department.
- Assign the trainer.-Review the training record.
- Identify training needs and manage the implementation and financing of all staff training for the Department;
- Engage graduate and technician trainees for the department and ensure they receive the appropriate training;
7. Others
- Assist to other Departments when required;
