Corporate Affairs Senior Manager, Patient Assistance Programs

Let’s do this. Let’s change the world. In this vital role you will be based at our global headquarters in Thousand Oaks, CA. The Senior Manager will report directly to the Corporate Affairs Director, Patient Assistance Programs (PAPs). Patient Assistance Programs plays an integral role in administering Amgen’s PAPs, including product donations via Amgen Safety Net Foundation (ASNF).
The Corporate Affairs Senior Manager will assess U.S. Patient Assistance Program (PAP) processes and develop/implement improvements with a focus on ensuring compliance, developing scalability, and enhancing the patient experience. They will work cross-functionally with Amgen Law, Safety, Quality, Healthcare Compliance, Finance, and Corporate Affairs to understand the PAP regulatory environment. This individual will streamline ASNF processes, meet expected increase in patient volumes without corresponding increases in resources, and create an improved overall patient experience from the first to the last touch with ASNF.
Key responsibilities of the Senior Manager, Patient Assistance Programs will include:
1. Obtain a deep understanding of patient assistance foundation operations
Amgen Safety Net Foundation (ASNF)
Peer foundations and PAP best practices
Legal and compliance environment in which we operate
2. Assess current PAP performance
Apply a robust problem solving technique (e.g. 6 Sigma) to frame the current situation
Create and/or validate mechanisms to track key KPIs for ASNF, including its vendors
Identify root causes for performance gaps and propose solutions
3. Develop and execute on improvement plans
Constructively identify and develop concrete options to simplify ASNF processes
Develop and apply growth and scalability models to assess trade offs across potential options
Develop timelines and robust implementation plans
Produce program impact analytics and long-range budget plans
4. Develop and deliver presentations that clearly summarize all efforts above and make recommendations for action
5. Develop training materials and document processes to ensure program sustainability
Travel: Up to 20% (visit ASNF vendors; pending lifting of COVID restrictions)

Basic Qualifications:
Doctorate degree and 2 years of patient access and/or 6 Sigma experience
OR
Master’s degree and 4 years of patient access and/or 6 Sigma experience
OR
Bachelor’s degree and 6 years of patient access and/or 6 Sigma experience
OR
Associate’s degree and 10 years of patient access and/or 6 Sigma experience
OR
High school diploma / GED and 12 years of patient access and/or 6 Sigma experience
Skills required to be successful in this role:
Significant competency in compliance guidelines governing all areas of patient assistance programs
Background and/or experience working in the US healthcare reimbursement landscape
Familiarity with audit processes and not-for-profit accounting, legal, and tax requirements
6 Sigma methodology or equivalent (ideally a Black Belt)
Excellent collaborator with the ability to shape long-term and mutually beneficial relationships with Amgen colleagues and third party vendors
Utmost integrity and commitment to Amgen values
Preferred Qualifications:
Experience leading business/process transformation projects
Strong quantitative and qualitative analytic skills
Excellent conceptual problem-solving skills with demonstrated ability to clearly define problems, pragmatically scope problem solving approach, and lead execution
Strong facilitation and presentation skills, with experience delivering executive-level messaging
Excellent written and verbal communications, and interpersonal skills
Ability to lead teams via influencing skills versus a direct reporting relationship
Experience as a member of a high performing team
Work cross-functionally with other business units, as well as with internal partners to ensure maintenance of Amgen legal, regulatory, and compliance standards
Strong project management experience particularly in cross-functional endeavors
