II. POSITION SUMMARY

This position is the Construction Welding Engineer of Gasification Project which is executed by Gasification Project Execution Unit. The incumbent is accountable for all technical aspects of welding work at site.

III, NATURE AND SCOPE

The incumbent is expected to be expert on welding work, be able to provide excellent and safest technical support to construction team of project execution.

Annual Project Authorizations: $1,000 – 3,000 million

Project Size Range: $500 – 1,000 million

V. PRINCIPAL ACCOUNTABILITIES

This position is accountable for the following:

• Formalize and release Welding Procedure Specification (WPS) and Procedure Qualification Record (PQR), as required by site
• Check and approve contractor’s WPS & PQR
• Welder performance and procedure qualification sample testing
• Set up and maintain master WPS and PQR files in accordance with ASME & GB Codes
• Set up and maintain record of welder or welding operator qualification tests for each welder’s qualification file, in accordance with ASME or GB Codes
• Managing NDE contractor, set up NDE procedure with other contractors;
• Review and audit NDE report/result, if any, involve the third-party NDE company to double or random check.
• Assist construction site management team with all technical issues regarding welding
• Monitor and ensure contractor's compliance to Air Products Safety Standards.
• Ensure compliance with all applicable specifications
• Evaluate contractor’s performance at construction completion;
  

V. MINIMUM REQUIREMENTS AND QUALIFICATIONS

• Incumbent is expected to have Bachelor’s Degree or above of Welding Engineering;
• Minimum 10 years experiences in welding technique;
• Have CS, SS, AL, alloy steel & special steel welding and NDT testing experience, and be able to develop, check and approval WPS and PQR.
• Be very familiar with GB and ASME codes
• Be able to work at construction site
• Good communication and interpersonal skills
• Good spoken and written English
