Summary: The U.S. Mission in Guangzhou is seeking two eligible and qualified applicants for the positions of Commercial Assistant within Foreign Commercial Service (FCS).
The work schedule for this position is: Full Time (40 hours per week)
Start date: Candidate must be able to begin working within a reasonable period of time of receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Supervisory Position: No
Duties: The incumbent has primary responsibility in a number of complex and emerging industry/commodity sectors in China. S/he is required to keep current on general trends and conditions in other industrial sectors as a back-up resource to other staff. S/he is responsible for promoting U.S. commercial objectives and facilitating the marketing of U.S. products and services in South China. The incumbent analyzes market trends and provides market information and trade promotion assistance to U.S. firms and provides key industry and planning advice to Commercial Officers and other staff. S/he maintains close contact with a wide range of mid and high level private and public sector officials in the assigned industry/commodity sectors, gathers information, finds opportunities to counsel and advocate for U.S. businesses, and assists U.S. firms by developing and organizing marketing strategies. S/he assists local companies in finding U.S. export products and services. S/he reviews local and trade press information and selects, translates, and/or summarizes relevant articles. S/he analyzes and develops resources from the trade press and other information sources. The incumbent writes various market reports and is responsible for four or more specialized trade promotion assistance programs (i.e. Platinum Key Service, Single Company Promotion, Road Shows, Gold Key Service, International Company Profile (ICP), International Partner Search (IPS) and Market Research Reports in assigned sectors. The incumbent provides counseling services, helps create strategies, and carries out section advocacy for U.S. clients that have trade complaints or trade disputes with Chinese parties within the assigned industries. S/he plans, coordinates and participates in relevant market and export promotion events as well as provides support for official U.S. visitors, and maintains websites for relative sectors and assigned industries as well as the Client Tracking System (CTS) database.
Qualifications and Evaluations
Education: Bachelor’s degree in one of the following areas: Law, Information Management, Human Resources HR, Chinese, Foreign Languages, Public Relations, Education, Economics, Marketing, Engineering, Statistics, Science, Math, Business Administration, International Trade/Relations, Medical, English, or Journalism is required.
Requirements:
EXPERIENCE: At least 3 years of progressively responsible experience in sales, market development, trade promotion, business management, event and seminar planning, or international trade is required.
JOB KNOWLEDGE:
Must have sound knowledge of China’s markets in general and in the economic and commercial conditions of the four provinces of South China to include business practices, marketing channels, applicable laws and regulations, and policies related to the assigned industry/commodity sectors.
Evaluations:
LANGUAGE: Level IV (Fluent) Speaking/Reading/Writing of English is required.(This may be tested.) Level IV (Fluent) Speaking/Reading/Writing of Mandarin Chinese is required.
SKILLS AND ABILITIES:
Must have the ability to develop and maintain working level contacts in government and private business within the South China Commercial District, with particular focus on local firms within the assigned areas of responsibility, ability to obtain and evaluate data, to prepare accurate and precise reports, and to know when to seek higher level assistance. The ability to meet numerical export success goals and revenue generation targets is also required.
Qualifications: All applicants under consideration will be required to pass medical and security certifications.

- IMPORTANT: Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification. A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.
** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
