Job Description

A.        Principal Function:

Obtain needed leasing to provide continuity of brine/bromine production; oversee lease administration to ensure that lease ownership is maintained according to Arkansas real property law, and surface and mineral payment process.  Drive efficiencies through improved workflow, increased use of technology and Lean Manufacturing principles.  Monitor AOGC hearing dockets and regulations, and Arkansas legislation.  Maintain good lessor and community relationships and represent the Albemarle Magnolia site in local organizations and events.  Collaborate with other internal departments (Brinefield, HSE, Finance, etc.)

B.        Position Description:

            Determine areas to lease based on drilling activity, area of interest, and areas of influence of injection and supply wells.  Assist in setting proactive leasing goals and schedules.  Lease areas are determined through discussion and judgment of Land Office and Brinefield supervision, based on geological and historical evidence.  Periodically review areas in production and make decisions on putting leases into production based upon drilling activity and knowledge of areas of influence over time. 

            Negotiate terms of surface and ROW use with landowners.  Prepare contracts for timber removal, and surface and ROW agreements.  Negotiate oil and gas leases as necessary, and damage settlements with landowners in the event of brine spills. 

            Ensure lease administration adheres to Arkansas real property law and in build in-house expertise in distribution of estate assets and legal transfer of mineral ownership.  Correspond with lessors and attorneys on transfer of ownership and administration activities.  Maintain proper records by locating lost lessors, acquiring information from heirs, devisees or attorneys to determine ownership upon the death of a payee, and distribute estates.  Sound judgment and basic understanding of Arkansas real property law is required.  Consult with outside legal counsel as necessary.

Maintain good working knowledge of AOGC regulations concerning brine production.  Monitor AOGC hearing applications and rule changes, and state legislation, alerting upper management as to potential impact on our business and action required.  Participate in AOGC hearings as necessary and prepare documentation for attorneys representing Albemarle. 

            Drive efficiencies by reviewing procedures and current activities, utilizing technology to eliminate paper and maximize electronic databases, eliminating waste and repetitive processes through Lean Manufacturing principles.

            Review outstanding checks each quarter deciding to escheat, put into suspense or reissue, to maintain compliance with various state escheat regulations.

            Prepare capital projects for leasing activities and prepare annual budget.

            Communicate effectively with lessors, build and maintain good relationships. 

            Be a presence in the community representing Albemarle and the Land Office to show support of our community and to market Albemarle as a good neighbor and environmental steward. 

C.        Decision-Making

Determine leasing activities using sound judgment, knowledge and advice from Brinefield and geologist. 

Use knowledge of Arkansas property law to make decisions and insure proper lease administration.

Determine when action is appropriate regarding AOGC hearings, rule changes and Arkansas legislation.

Recognize areas for improvement in Land Office procedures to eliminate waste and increase efficiencies; determine methods to improve

Determine path forward to comply with escheat regulations.

D.        Education/Experience

Job requirements:

5+ years of diversified in-house Land experience with advanced knowledge and experience with all Land functions including oil and gas leases, division order, title analysis, and knowledge of State and Federal regulatory requirements. Demonstrated ability to manage multiple projects and previous experience working directly with Senior Management. Strong interpersonal skills with the ability to lead, motivate, and think strategically. Excellent oral and written communication skills. Enhanced skills and experience in negotiations and the preparation of Land contracts and agreements.

Preferred requirements:

Registered Professional Landman (RPL) or Certified Professional Landman (CPL) with previous supervisory/management experience preferred Bachelor’s degree in Energy/Petroleum Land Management or other relevant fields preferred
