Job Description
Job Summary
- Manages and oversees project controls for engineering and construction projects. Responsible for project planning and scheduling, cost estimating, control and monitoring, audit review. Manages project controls personnel. Establishes operating policies to mitigate risks. Provides guidance and consultation for project managers. Management responsibility will be for a portfolio of projects and the management of the project controls engineers/specialists assigned directly to those projects
Duties & Responsibilities
- Project Set-Up Phase

Review items 1-3A to 1-3C (if PCM is different from Proposal phase)
Develop items 1-3A to 1-3C if this has not been performed during the proposal phase - Complete Project Handover checklist with assigned PM

Develop Project Specific Procedures (PPM) for
- Project Controls Plan
- Scheduling
- Cost Control
- Document Control
- Project Reporting (Note: Development of the procedures also includes development of the templates required)

Ensure the following templates are set-up with the control information
- Document Control System
- Internal Cost Report
- Internal Monthly Report
- External Monthly Report
- Ensure Commercial (SRM) process is started and draft WP list is available

Review items 1-3A to 1-3C (if PCM is different from Proposal phase)

Project Execution Phase

Ensure status updates are being received on the time interval as specified in the procedures (i.e. either weekly or monthly) for
- Schedule
- Cost report (including Change/Variation Order information)
- Manpower Management
-
Review Change Order Requests, providing input on
- Schedule impact
- Cost impact
-
Review Variation Order Requests, providing input on;
- Schedule impact
- Cost impact
-
In cases where a full-time PCM is assigned to a project then follow all 3A items, in case of the PCM being assigned part-time to the project follow all 3B items.
- Consolidate all status reports from CM/DM/etc. for weekly project meeting
- Incorporate output of weekly status meeting into schedule, procedures, cost control, etc.
- Generate Internal Monthly Report for PM to review and submit.
- Generate External Monthly Client Report for PM to review and submit.
- Review status of consolidated weekly status reports (PM to consolidate)
- Review Internal Monthly Report and provide comments to PM before submittal. (PM to generate report)
- Review External Monthly Client report and provide comments to PM before submittal (PM to generate report)
- Participate in internal Project Audits/Reviews as required/requested
- Lead Internal Project Audits as requested (for other projects)

Ensure status updates are being received on the time interval as specified in the procedures (i.e. either weekly or monthly) for
- Project Closeout Phase
- Ensure schedule is “as-built” and archive
- Ensure cost report is finalized and Project bookings closed
- Ensure Document Control system and hardcopy is archived
- Provide Lessons Learned for Schedule, Cost Control, Document Control and other items as required.
- Update Schedule Benchmark Database
- Update Cost Benchmark Database
- Ensure Project Closeout Checklist is completed and passed to Warranty Manager (where applicable) or archived
