Job Purpose Statement

Pre-hospital Opening Stage:

• Assist the Biomedical Engineer to function as the local representatives at project site during the Pre- Hospital Opening stage to interact & interface with local Subject Matter Experts (SMEs) under the supervision & management of GMS-MEP.

Post Hospital Opening Stage:

• To assist the biomedical engineer in performing plan preventive maintenance / inspections, calibration, commissioning, evaluation and repair maintenance on Biomedical Equipment.

• To work closely with all other project consultants, contractors, departments and contract service providers to ensure the proper tender evaluation, equipment delivery, installation, testing, commissioning, repair and maintenance of equipment for safe and efficient operations

DUTIES & RESPONSIBILITIES

Key Results Areas for Pre-hospital Opening Stage under the supervision & management of GMS-MEP :

• Assist the Biomedical Engineer in coordination with local Authority/DOH/MOH to ascertain the medical equipment related licensing requirements, application and submission
• Assist the Biomedical Engineer in coordination with local Consultants team on matters requiring site coordination particularly with Fitting-out contractor, vendors, Project Consultants, end-users particularly on the setup, architectural, building services and rigging path requirements for the medical equipment

• Assist the biomedical engineer in interaction & interfacing with local Subject Matter Experts (SMEs)

• to finalize and sign-off on tender specifications (including technology requirements, quantity and placement location) and tender evaluations

• to confirm the medical equipment listing for tender calling

• to be responsible to coordinate with relevant SMEs for justifications for user preferences, equipment usability and service evaluation criteria, to complete the tender recommendations

• to confirm the medical equipment listing for purchase order issuance

• to finalize the ASE equipment related workflow, layout, building services requirements and shop drawings

• to confirm the medical equipment positioning matching the required clinical workflow for building services planning

• Communicate and coordinate with local Consultants team on matters requiring site coordination particularly with main contractor, vendors, Project Consultants, Group Procurement, Projects & Construction Management (P&CM) team and Project Owner particularly on the architectural, building services and rigging path requirements for the ASEs.

• to finalise and sign-off on tender specifications (including technology requirements, quantity and placement location) and tender evaluations (based on BTC Matrix)

• Sign-off on all Delivery Orders to verify receipt of all medical equipment at site under the supervision/permission of Biomedical Engineer

• To coordinate with equipment vendors for delivery, installation, testing, commissioning and handover, and sign-off on Delivery Order, User Acceptance Testing and Handover documents for the purpose of equipment handover and compliance with contracted payment terms

• Assist the Biomedical Engineer on Medical Equipment Asset Management including plan and manage medical equipment distribution to final location, inventory database setup and handing-over to respective end-users

Key Results Areas for Post Hospital Opening Stage:

• To maintain good working relationship with all other project consultants and departments.

• To ensure proper repair and maintenance done by contract service providers

• To supervise and monitor parts orders generated by the department.

• To assist in developing relevant policies, procedures, work instruction and standards.

• Assist the Biomedical Engineer in compliance with JCI and QA procedures.

• Assist the Biomedical Engineer in medical equipment planning, budgeting, tender evaluation, coordination, delivery, installation, testing, commissioning and maintenance of subsequent phasing of hospital expansion

Job Requirements

Professional Qualifications:

• Good general education, preferably University graduates. Possess a diploma in Biomedical engineering or equivalent
• At least 3 years of related position experience, preferably in multinational company.
• Have strongly relationships with team
• Knowledge of state hospital and local hospital regulations
• Possess biomedical department operational experiences of minimum 3 years

Skills & Knowledge:

• Certificate of College English Test – Level 6 preferred but not necessary
• Possess strong communication skills in spoken and written in Mandarin.

• Proficiency in English will be an advantage.

• Hand-on technical knowledge in medical equipment maintenance.

• Ability to collect and interpret data, identify root of the problems and provide recommendations to resolve.

• Possess team spirit working culture.

• Have service mentality.
