职位描述Job Description

• 通过与项目开发、技术方案、财务等人员合作，负责项目方案阶段的经济性分析测算；

Responsible for the project investment economic analysis and calculation through cooperation with project development, technology configuration and finance personnel.

• 负责燃气热电厂或天然气分布式能源站，电力送出线路和冷、热网工程技经专业工程项目建议书阶段的投资估算、可研和初设阶段设计概算、施工阶段工程预算、变更洽商预算管理，负责项目竣工验收阶段的工程量复核及决算审计等费用管控工作；根据估算、概算和施工预算申请项目投资预算;

Responsible for the investment estimation at project evaluation stage, feasibility study stage, construction stage as well as change management during construction stage as well as final project investment reconciliation for gas-fired thermal power plant or natural gas distributed energy station, including grid connection, steam and chilled water network. Apply for project investment budget according to estimation, budget estimate and construction budget.

• 负责项目进度管理，包括建立项目2-4级进度、预测关键进度及召开定期项目进度协调会议等;

Responsible for project scheduling, including establish project level 2 and level 4 schedule to forecast/identify critical path and own periodical project schedule control coordination meetings.

• 负责工程造价管理工作。做好项目前期、设计、施工、结算阶段的造价控制和管理工作，分解工程造价控制目标，有效控制工程造价；参与工程施工图纸的会审，提出有关工程图纸方面存在的问题及降低成本的建议，根据图纸及洽商变更及时准确计算工程量，并与施工单位核对确认，合理维护公司利益；

Responsible for project cost management including cost control and management of the pre-project, design, construction, and completion stages; decompose the project cost control objectives, effectively control the project cost; participate in the review of the project construction drawings, and identify problems or issues related to the engineering drawings and suggestions solution for costs reduction. Calculate the quantity of the construction work accurately and timely according to the drawings and negotiation changes and check with the contractors to confirm and properly maintain the company's interests.

• 负责燃气热电厂或天然气分布式能源站、送出线路和冷热网工程技经专业方案设计优化与管理工作，负责概预算审查管理和工程造价控制，落实工程的造价优化管理；

Responsible for optimization and management of cost of construction for gas thermal power plant or natural gas distributed energy station, grid connection and thermal pipeline network. Responsible for budget review management and project cost control, implementation of project cost optimization.

• 参加设计、施工、监理、调试、设备、材料的招标工作，负责起草招标文件（商务部分），参与招标、评标工作，编制工程标底；

Participate in the bidding process for design, construction, supervision, commissioning, equipment and materials. Responsible for drafting commercial specification, participate in bidding and bid evaluation, and prepare the ceiling budget of each bid;

• 负责合同管理，建立合同台帐，建立健全工程项目合同管理制度，参与合同的起草、评审、谈判、会签、签订，负责审查合同的经济性和可行性，负责合同履行过程中的监督；

Responsible for project contract management, including book keeping contract detail,; participate in drafting, review, negotiation, and signing of contracts, be responsible for reviewing the economic and feasibility of contracts, and supervision during contract execution.

• 负责起草、修订本专业相关标准与制度；

Responsible for drafting and revising relevant company procedure and systems of project cost control.

• 负责合同索赔跟踪、纠纷的处理，妥善处理合同纠纷；

To be responsible for contract claim tracking and proper settlement of contract disputes

• 按节点审核确认工程进度款和甲供设备材料款的申请，并根据合同确认支付金额；

Check and confirm the project progress payment and the application for the equipment and materials provided per the contract milestone. Confirm the payment amount according to the contract;

• 编制每月的项目进度及费用报告向不同项目管理层汇报项目情况，预测进度及资金需求、协调财务部门的资金安排;

Coordinate with financial department and project organization to prepare monthly project schedule and cost and estimate to complete progress reports and forecast funding requirement.

• 参与工程阶段验收及竣工验收；竣工时编制决算方案及决算工作；进行最终预、决算的成本差异分析，并向公司提交工程成本报告；负责整理技经专业项目资料档案的搜集、整理和建立、归档工作；

Participate in the final acceptance and completion of the project; prepare the final settlement plan ; complete the project cost variation analysis of the final investment accounts reconciliation, and submit the project cost report to the company; be responsible for the collection, collation and establishment of the project cost data files.

• 组织公司员工对本专业技术培训与交流与工作;

Organize the company's employees to train and experience sharing.

• 负责公司资产登记。

Responsible for company asset registration.

任职要求QUALIFITIONS

• 专科及以上学历，6年及以上(或本科学历，5年及以上)设计院或电厂技经专业或电力建设行业概预算管理等工作经验，中级及以上职称；

College degree or above, 6 years or above (or undergraduate degree, 5 years and above) Work experience in design institute, power plant or power construction industry budget/costing management, intermediate professional and above titles.

• 具有国家注册造价工程师职业资格证书者优先考虑、英语优秀优先；

Certificate of professional qualification of national registered Construction Economist is preferred, with excellent English is preferred.

• 担任过燃气-蒸汽联合循环项目（或火电项目）的主要技经专业主设人或电力施工单位概预算主管或电厂技经主管；

Experienced as technical economic management position of the gas-steam combined cycle project (or thermal power project) or the budget controller;

• 能够正确组织、审核、优化、指导、开展电厂技经专业设计及分析等工作；能熟练使专业设计、分析软件以及常用办公软件和办公自动化设备；具备较熟练的计算机网络运用能力；

Ability to correctly organize, audit, optimize, guide, and carry out professional analysis of power plant economy; Proficiency in professional design and analysis software and other office software; with skilled computer skill;

• 熟练掌握行业技术规范、施工工艺及工程造价的概预算方法，能有效控制合同外签证和变更； 掌握电力工程预规、概预算定额和工业安装工程定额；

Proficiency in the industry's technical specifications, construction techniques and project cost estimates, can effectively control contract variation and changes; Experienced in power plant budget estimates.

• 具备良好的职业道德及操守，责任心强，为人正直，具备较强的领导和计划能力，较好的口头及书面表达能力、谈判、沟通和协调的能力、具备一定的抗压能力；

Have good professional ethics , strong sense of responsibility, integrity, strong leadership and planning skills, good verbal and written communication skills, negotiation, communication and coordination, and a certain ability to withstand stress;
