Job description
The main task of the Desk Coordinator relates to the coordination/management of the ‘China Desk - European Heating Industry’ and related lobbying activities (a China Desk is composed of individuals from the corporate sector representing different industries/sectors and that share common interests in the policy/business environment.)
Tasks
Coordinate Communication with Key Interlocutors:
- Draft a yearly lobby action plan (in coordination with the Senior Business Manager- SBM), identifying the authorities to present the Position Paper to in China and EU
- Work with the Senior Business Manager to produce organisational charts and establish contact with relevant ministries and local authorities and work with GR departments and Regulatory Affairs department of Desk members
- Liaise with the Desk members and other stakeholders to identify the issues and develop a strategy together with the Desk Chair and other Desk members
- Develop relations and business contacts with Chinese and European Business associations and with other relevant stakeholders such as the EU Delegation to China
- Organize briefings (e. g.. for the European Commission or Member States), coordinate the organization of the meetings with the Chinese authorities
- Develop and coordinate Desk projects with relevant EU-China cooperation projects
- Report timely on lobbying activities
Organise Desk meetings:
- Organize date, venue, agenda, documents, and invitation and participation lists
- Take meeting minutes and ensure smooth coordination with the Desk Chair, members, speakers and other invitees (i.e. government officials)
Policy Research:
- Screen (monitor) for new regulations.
- In case of new regulations provide sufficient information (summary, background information) to members or dedicated policy analysis in English and Chinese working in coordination with members when required. If applicable arrange for translation of text of draft regulations.
- Develop a comprehensive understanding of WTO commitments and framework; develop a comprehensive understanding of the relevant EU and Chinese regulations as well as the relevant stakeholders (authorities, other stakeholders)
- Complete specific research on related issues/regulations
- Draft WG/sector presentation material (including background info, industrial analysis, key recommendations etc) for seminars/speeches/Brussels Circuit
- Track the development of the different relevant regulations, identify call for comments, new regulations etc. and coordinate with the WG members to assess the impact on the industry
Prepare written Briefing Notes:
- Advance briefings for high-level meetings
- Comments for media and briefing notes ahead of engagements
- Track the development of the regulations, identify possible call for comments on policy and coordinate the preparation and submission of comments
Draft the annual Position Paper:
- Under the direction of a Position Paper Project Manager each coordinator is responsible for drafting in coordination with the Chairperson/Vice Chairperson/Desk members, the content of those Position Papers related to the Desk under their responsibility within the agreed deadline. They are also responsible for proof-reading and ensuring translation by WG members where possible prior to overall review and production.
Other tasks include:
- Update Desk distribution lists, update Chairpersons and Vice-Chairpersons distribution lists and periodically revise potential member lists & pass all contacts to the membership department to add to the central database
- Seek new members for Desk and the EUCCC, strictly monitoring the membership of the attendees to Desk meetings
- Draft dedicated project proposals, if required
- Update Desk section of website
- Compile Desk annual reports
- Identify topics for events in coordination with Events team
- Other duties as requested by the Senior Business Manager or Head of Government Affairs
- If applicable (necessary) power point presentations have to be prepared.
Skills & experience
Qualifications
- Highly motivated and hard working
- Reliability, initiative, thoroughness and attention to detail
- Strong analytical, organizational and communication skills
- Genuine interest in trade policy and advocacy
- University degree in economics, law, business, politics or related work experience
- High quality oral and written communication abilities with strong client servicing skills
- Chinese Language abilities is a must and strong spoken and written English
- A team player with strong coordination and organisational skills
- Computer literacy in Microsoft Office suite applications (Word, Excel, PowerPoint)
- Relevant working experience in a government, business, or chamber environment is a strong asset
- Project management experience and skill is a plus
